Richard Steppe

Director
Richard heads the EU & Competition practice at Deloitte Legal together with prof. dr. Wouter Devroe.
Richard advises and represents clients in contentious and non-contentious matters of Belgian, EU and UK competition law, including with respect to merger control proceedings, cartels and restrictive agreements, state aid and abuse of dominance. He also advises clients in the context of FDI notifications, foreign subsidies, access to markets and the EU four freedoms. Richard lectures on the aforementioned topics at several universities in Belgium and abroad.
Richard started his career at the KU Leuven, where he wrote a doctoral dissertation in EU and competition law as a Ph.D. Fellow of the Research Foundation Flanders. He obtained a Master of Laws from Harvard Law School (Fulbright, Frank Boas & B.A.E.F. fellowships), during which he served as the President of the Harvard European Law Association and received the Mancini award for his work in EU law. As an attorney, Richard first worked at Linklaters LLP prior to joining Deloitte Legal in 2021.
Richard publishes and presents frequently on a wide variety of topics, ranging from concerted practices to state aid and free movement of goods. He is an active member of the legal subcommittee of the American Chamber of Commerce to Belgium.
